Energy Reforms and Infrastructure

The OICCI has presented a comprehensive set of recommendations titled 'Energy Reforms 2023' aimed at streamlining Pakistan's energy sector to drive accelerated economic growth. These reform proposals are the result of collaborative efforts by leading multinational companies, who are members of the OICCI, operating within the energy and power sectors of the country.

In total, 34 OICCI members are actively involved in various segments of the energy value chain, including upstream activities such as oil and gas exploration, production, and mining, as well as downstream operations encompassing refining and distribution. Furthermore, these members are engaged in power generation, transmission, and distribution, both through conventional thermal sources like coal, and renewable energy sources.

Given the serious economic impact of the 2022 Russia-Ukraine conflict and the subsequent rise in commodity prices, including fuel, Pakistan, heavily reliant on imported energy, faces significant challenges. These challenges include limited domestic energy resources, dependence on imports to meet fuel requirements, and an expensive fuel mix for power generation. Additionally, inadequate growth in power generation and distribution has resulted in a significant energy shortfall in recent years. Insufficient availability and high energy costs have constrained economic growth and employment opportunities in the country.

In response to these pressing issues, the OICCI's Energy Subcommittee has prepared a brief report that addresses the growing energy challenge. The report focuses on sector-specific recommendations, building upon the chamber's prior submissions. The OICCI welcomes readers to review these recommendations and encourages comments, suggestions, and feedback on the report. The chamber expresses gratitude to its experienced professionals, sector experts, and the dedicated core team of the OICCI Energy Subcommittee for their invaluable contributions in formulating this set of Energy Reforms recommendations for the country's benefit.
